How does WhatsApp Business Calling API pricing work?

Business-initiated (outbound) calls are billed per minute based on the recipient's country code and your monthly call volume to that country. Rates follow a tiered structure — the more minutes you call in a calendar month, the lower your per-minute rate becomes. Tiers reset at 12:00 AM on the first of every month in the WhatsApp Business Account (WABA) timezone. User-initiated (inbound) calls are free.

How are WhatsApp call minutes billed?

Meta bills in 6-second pulses, rounding partial pulses up. The calculator estimates in whole minutes for simplicity, so actual charges may be slightly higher for short calls. Meta's documentation states that only answered (connected) calls are billed; refer to Meta's official Calling API pricing page for the authoritative definition of billable call events.

How do WhatsApp calling volume tiers work?

Meta uses progressive band billing for calls: minutes in each tier band are billed at that band's rate as you accumulate volume through the month. There are six bands per market: 0–50,000 minutes (list rate), 50,001–250,000, 250,001–1,000,000, 1,000,001–2,500,000, 2,500,001–5,000,000, and 5,000,001+. As of the current rate card, 32 markets have dedicated per-minute rates including India, Brazil, Indonesia, Mexico, Germany, France, UK, UAE, Saudi Arabia, and more. The "Calls" rate card tab in the calculator lists every supported market. Markets not in the list (such as Hong Kong, Singapore, Hungary, Poland, Qatar, and Romania) do not yet have a dedicated call rate row.

Two scenarios make messages free. First, any non-template reply sent within an open 24-hour customer service window costs nothing. Second, utility templates sent inside that same window are also free. Third, all messages during a 72-hour free entry point window (when a user messages you via a Click-to-WhatsApp Ad or a Facebook Page CTA) are free.
